how do you use the back hatch wiper?

The **** just above the control for the front wiper is the switch for the rear wiper. If yours rotates, but doesn't operate the wiper, it's probably failed. If it doesn't rotate at all, then your original switch has probably been replaced with one from a model without the rear wiper.
Of course, the standard reply to check fuses, wiring, etc., also applies.

I'm fairly sure he won't rebuild yours; however, it is nice to know you can buy a good one still. Do that or solder some new fuses and relays into the connector.

Do you want it to work? If so then its worth fixing. If you have soldering skills you can do it yourself and buy the relay from www.mazdamark.com . Its pretty simple and straightforward.
Edit: It appears that he is no longer selling the relays, so I dunno.
