Oh geeze....

Because side seals come about 2MM too long... they have to be custom fit to EACH side of the rotor face.. and each side seal is just a BIT different in length,,,

Thats why when you re-use them, they have to go back EXACTLY where they came from..

I used a dremel with a 120 grit sanding barrell and took an itty bitty bit of at a time..

Bench grinder.
And you have to cut them to get the right gap between each side seal and corner seal.

So that they are guaranteed to fit all engines. You just trim them for an exact fit to your engine - it takes into account the variance in all engines.

Piston rings are sold the same way. You have to file down the ends to get the proper tolerance.

EDIT: You beat me to it!

I used a bench grinder and i beleive the clearance reccomended is .004" to .016" of an inch.

Just take it nice and slow, and try to match the angle to the corner seals.

Well, I'm bad with side seals. I just grind them until they just fit. Not that I would recommend that to anyone, and I wouldn't do that one anyone else's engine...
