Adjusting the hand brake is covered in the factory shop manuals. Links for factory shop manuals can be found in the FAQ for FC sticky thread found at the top of this, the 2nd gen RX-7 Technical section.
You can do minor adjustments by removing the hand brake cover and turning the adjustment nut there.
But that will not fix a brake warning light. It will only adjust the cable tightness and how many clicks up you pull on the hand brake to lock it.

undo the nut from the clip..turn the nut clockwise..if the bottom cable part, with the thread going into the nut is coming up to protrude from the top of the nut..then you are tightening the E-Brake cable..The Handle should be able to click at Least(minimum)2-3 clicks..any less the Cable is most likely too tight and the E-Brake will drag the pads..
