How do the windshield wipers work...

I was pulling the windshield wipers to paint them and stripped the bolt and spline on the passenger side. The lock nut came off with all the threads gone. So I just wanted to know what I need to get it working again.

Again, the threads and spine on the passenger side to hold the windshield wiper in are stripped. How do the wipers work? I saw that there's a rack. Do I need a motor, a rack, just a bolt with splines and a nut?
