Horn wont turn off?

Horn wont turn off?
I am having a problem with my 91 Non turbo FC. Well I have only been driving the car around my neighborhood lately every so often since the car is not inspected. Well I took it to my buddy's house and back and right as I'm about to make the last turn the horn starts going off by itself and wont stop. Its a constant horn also. Now every time I turn the battery on not even starting the vehicle the horn starts going off freely. I am thinking maybe the theft deterrent?? It doesn't make the beeping sound it used to make when I unlock it now either. Any ideas or suggestions?Any help is much appreciated.

Or.... pull the plug off the CPU and then put a meter on the green/orange wire in the plug. Meter on ohms and see if that wire is grounded without the horn button being depressed. If there's no ground on that wire then the problem is in the CPU.
Or try something suggested in a post above. Put the batt cable on and then get in the car and rotate the steeing wheel full left and right and see if the horn stops honking when you do that. IF it does stop, then the problem lies in the horn switch in the steering assy. Been there seen/heard that before. Maybe be inside the car and have someone else put the batt cable on so the horn does not honk too darn much for the neighbors.
In case you missed it, the horn works by you depressing the button on the wheel which in turn puts a gnd on the green/orange wire which in turn causes the horn relay to pull in and put power on the G/R wire going to the horns.

You might reconsider that idea. The horn runs off the STOPLIGHT fuse. You lose the stop lights. Not good. Remove the two connectors off the horns themselves would do the job.
