When you press the button on the wheel, you are putting a ground on a wire going to the CPU.
You could take your meter, and backprobe the wire at the CPU plug to see if your putting a ground on that wire each time you press the button.
Or you could take a piece of electrical wire, bare both ends. Put one end to a known ground. Then put the other end of that wire in the backside of the wire that causes the horn to work. Each time you insert that wire in the backside of that wire that causes the horn to work, the horn should honk.
The wire color is shown in the attached jpg. The plug is the top plug on the CPU. The CPU is to the left of your left foot when driving.
If the horn honks each and every time you insert the wire into the backside of the green/orange wire in the plug at the CPU, then the problem lies in the steering wheel area, not the CPU or after the CPU. Common sense.

Three options:
#1) Check the fuse. Easiest one!
#2) Check the ground behind the steering wheel cover. Three screws behind the wheel...
#3) Bad solder joints in the CPU located above the dead pedal. I've had this happen in my 86.
