The horns are located just behind the cooling fluid overflow tank in the front of the engine compartment. You may have to remove a shroud or two to get to them (there are two), as they are bolted to a crosspiece. I have had one that rusted out, and have had some intermittent problems myself with the horns. There are three main areas I've found so far:

1. The rotating cuff on the back of steering wheel itself. If you've tested the steering wheel contacts with a voltmeter and found that there is indeed power there, then this is not the problem. But if there is no power to the horn wire inside the steering wheel, then check here first.

2. The CPU - a resoldering may be in order for you here. Check the functioning of the horn relay (you can look in the FSM for more info). If it doesn't work as specified, I'd recommend resoldering the main contacts on the CPU.

3. The horns themselves could be bad or you could have a bad (corroded or oxidized) connection at the horn. Check here if everything else checks OK.

Hopefully one of these will fix your problem.

Umm, I hope you've checked the obvious, that is the fuse in the fuse box. You never know, it could be that simple.
