Unhappy Help, RUST!!! :(

My wheel wells are lookin pretty shitty guys, ive been grinding them down, but there seems to be layers of rust. I did the first part, it came to metal, but underneth that was sandwiched rust. Also, theres a weird tar-like substance that seems to be , i dunno, injected in the body? I have no clue. So uh, help me with the rust! how much should i grind away?

2. Haynes forgot to put in the book on how to remove the sunroof so that i can take the bit of FeO2 off of it and clean the tracks and lubricate the whole system. can anybody tell me how to remove that sumbitch?

About the rust, the best way is to cut the rusty parts and weld another piece in place, otherwise you have to make sure all the rust is out for something that will endure time.

The only proper way to fix rust is to cut out the rusted panel and weld in new metal.
