what is this? its leaking out fuel i think from the tip of it not the hose

 

Which nipple the big one or small one? The big one is the fuel return line and the smaller one is for the fuel pressure regulatory which fuel doesnt come out of so I'm assuming you are referring to the fuel return line.

 

its on the very edge on the right of the circle picture

 

your pulsantion dampener is more likely to leak
just to be sure ... you did hook up your fuel lines to both rails right
