Exclamation Help please!!! 88 TII won't start...

I am having a slight problem with starting the car... When I turn the ignition switch to the on position I get power to everything like normal, but when I turn it all the way to start the car it doesn't turn the engine. All I here is a click, can it be the switch or the starter relay switch? I don't think it's the actual ignition switch but I could be wrong. The starter motor and solinoid are working fine. Everything works fine when I get under the car and jump it. Can someone please help me out. Give me some possiblilities so I can check it out. I'm running out of ideas.
