Help me please...

I don't mean to do a double post, but I may be leaving work early to check out this car and I would appreciate a faster response to my questions so I don't make a dumb purchase tonight.

If the apex seals are shot, that means a full rebuild, and they probably damaged at least one rotor and housing when they went. Be prepared to spend a fairly large amount of money on the engine to get it running.
