I can't speak for the air pump belt, since I have yet to own an RX-7 with a function air pump. I assume it's similar to tensioning the alternator belt.
The alternator/water pump belt is tensioned by adjusting the alternator. Looking at the alternator from the front of the car, there are two bolts. The left bolt is the pivot bolt. You may need to loosen this slightly, but probably not. The right bolt is the one that holds the alternator in place tension-wise. Loosen this, and then pry up on the alternator. A long wrench works, as does a prybar, as do a variety of other things - be creative. Push the alternator up as hard as you can, and tighten the bolt. This should take care of that.
The power steering & A/C pump belts are tensioned with the idler pulleys. Loosen the bolt on the front of the idler pulley mount, and then tighten the bolt on top of the bracket. This pulls the idler pulley up, and tightens the belt.
You don't want the belts too tight, but you want them snug.
