Headlights won't retract

The lights turn on and off as they should, highbeams work etc but the headlights are always up. The motors are fine because I disconnected the battery and manually retracted them, as soon as I reconnected the battery the headlights popped up (with the headlight switch in the off position). I'm assuming the problem is in the switch but would it be a relay? I've tried searching and from what I've gathered the relay solves the problem of the headlights not popping up but I don't know about not retracting. Also the retractor fuse is fine. oh and it's an '88 so the relay on ICEmark's site says 86-87 so I don't know what to do.

Did you check the little switch above the main headlight one? If it is in the up position it will do exactly what you are describing.
