Headlights stuck

Headlights stuck

Ever since I bought my car the headlights are stuck in the up position. You can remove the fuse and screw them down, but I am wanting to fix them. The guy I bought it from said that he replaced the switch in the dash, And gave me the old switch. What should I check? Are there any other switches after the main light switch? Any help is appreciated.

Also, my wiper switch is screwed. I have only "low" and I have to Stop them where I want them. they dont return to the bottom position. And I have no rear wiper power. ....

The wiper switch you will have to either replace, or fix (check out http://www.fc3s-pro.com) As far as the headlights go, do they move up when you screw them down and hook up the fuse/battery? They come up if your headlights are on as well, is that switch bad too?

yes, if i pop the fuse in after I have screwed them down, They pop up. If the fuse is in, the headlights are always up.

There is a switch on the instrument panel that 'locks' the lights up for cleaning.
Could that be on?

That'd be too funny. It's below the defrost for the rear, and above the headlight switch.
