As stated, both lights pop up, but only one lights up. Yes I changed the bulb, i also checked the fuse, and checked to see if any wires were pinched. cant find any reason why one would not work. anyone have any ideas?

Do both the low beams and high beams not work on the one headlight? If the low beams are on, check the Red/Black wire at the problem light for voltage on it as it should be present. If it is present and the low beam does not work then the Black ground wire is likely faulty or the connector/plug needs cleaning or the wire(s) in the connector are pulled back and not making contact or the bulb is problematic. If the voltage on the R/B wire is present then take a jumper wire and stab it into the back of the three wire headlight plug and place the other end of the jumper wire to a known ground source and see if the light then decides to work. If there is no voltage on the R/B wire when it should be there then the wire is broken and the above statements as well goes for the Red/White wire, which provides voltage to the light for high beams.

Ive never had high beams as long as Ive had the car. didnt know the car had any. neither my headlight switch or turn signal switch have any movement for a high beam. only function i have is headlights up, head/driving lights on, and ftp. So ive only ever had low beams. but now just the one is not working. i checked all the wires and contacts like you said, but cannot source the problem. ill take a meter to them tommorow

You pull the signal lever backwards to engage the high beams and to revert back to the low beams. Did you use an additional ground at the bad light?
