Headlight problem

Hello, I am having a problem with my headlights. My headlights were working good earlier this morning but now, when I turn them on, I get a buzzing/clicking noise from this peice:

My question is, is this the peice that needs to be replaced or is it something else. When I remove it, the headlights and driving lights turn on but the headlights do not. When it is in place, the headlights dont flip up and there is the buzzing/clicking noise. Any help is appreciated.

I found that this piece is not the problem but am still stuck. I dont think it could be the wiring in the dash, which was a problem before, because that was replaced earlier last year. Also, when I remove the fuse, the headlights go up and down with no noise but when it is inserted, it makes the noise again when the lights are up. (But still no headlights, but driving lights still work)
Any electric gurus out there that can help?

Great news, found out the problem. It was the wires coming out of the fuse box behind the battery. I guess they came loose so i just pushed and taped them back in and viola presto fixo, the lights work again.
