Headlight pop-up problem. Researched, still a problem

89 RX7 GTU TII conversion. I have researched this for multiple hours and done what I could. My headlights still don't work.

I have replaced both headlight motors, the headlight switch, disconnected the black/green wire from the cpu at the light switch. The lights will not go up or down. Headlights come on. I have power at the plug for both up and down motion where the harness plugs into the motor at the front cross brace. Does anyone have any ideas. Is it possible to have power at this plug and not have the headlight pods NOT pop up? Of course assuming the motors are good.

well you can always go for another option
just forget the motors and run it lazy eyes

like run it half up and leave it that way

Yeah I guess I could, but would prefer to fix it. Some of the posts keep talking about a relay. Is this internal of the light switch or is it up front with the other relays. Does the relay have anything to do with the headlight relay on th cross brace in front of the radiator?
