Are headers street legal???????

I was wondering if headers are street legal and if you had headers on along with intake exhaust, if you would pass emissions????
I was told that you cant. Im planning on getting the dual greddy and on the website it says its 100% street legal but there are no headers for sale on that website.
I think the website only sells street legal things.

RB says they are not street legal, HOWEVER I have used mine (RB) for 5 years now without any problems. My car has passed MD and PR emissions without any problems, that's with a HKS catback & filter!

If you read the law, they are illegal. ANY modification to the emissions system is illegal, thus by changing the exhaust manifold, and removing two cats, you are modifying the emissions system.

BUT, depending on where you live, you can pass. In georiga, all they do is look at the results and if there is a cat in place. The guy did look at my header and you could tell he wanted to ask, but, he never did. He saw my cat in place and he saw my results.

Mazdatrix has an informative page about this very thing.
