Ok, try this...
Have the car just sitting, turned off, with the key in the accessory position. Play with the direction controls (face, feet, defrost...) on the logicon -- the heater controls. You should hear a little servo motor running, moving the flap around.

Now try moving the heat controls up and down. You should hear a similar noise, as the heater flap moves up and down.

If the directional controls don't work, you probably have a problem with the logicon. Written up a lot, really not too bad to take out and work on.

If the heat controls don't work, it might be the logicon or it might be the little motor that moves the flap around, located in the shittiest possible location, on the driver's side of the hump underneath the dash.

You might wanna test the motor out, if you can get at it, cause it might still be the logicon or the wiring to the motor.

I needed to get my car on the road, and it was like -20, so I just pulled off the little lever that the motor moves, and manually set the heat on... Worked for me, and if ya wanna fix it up later then just pop the lever back on, once ya get things worked out.

I wish the damn thing was manual in the first place. That motor is expensive, and to change it I think ya gotta take the whole dash apart!
