No. Restriction in the airflow=bad.

I believe the concept of a swirling motion in the combustion chamber has some benefits (where's that video of honda's new direct-injection motor? that explained it some...edit, check here: http://world.honda.com/HDTV/news/2003-4030226_1a/) but this turbonator thing won't do anything.
