hard start after rebuild

I have a 87 t2 . So my engine was rebuilt by a local well known rotary mechanic in my area (Bx, NY) had my housings resurfaced ,new seals, gaskets the whole nine. Now this is my first rebuild and the car is stock. The engine hasn't been broken in yet. My questions is why is it so hard to start after a fresh build? Is it suppose to be hard to start? Someone enlighten me please. I keep getting different answers from different rx7 owners. I have new plugs n wires gas is flowing I'm getting spark but just won't crank over to fully start. I have to use a fuel pump switch to turn it on, but onces its on it has a good steady idle and runs strong. Not that I'm puching it hard but you can deff feel the difference. My mechanic is telling its cause the engine hasn't been broken in yet and that's why its hard to start. And that after I break it in it should start with little or no problem at all.

A simple search would have answered all your questions.

It's very common for new motors to have starting problems due to slightly lower compression caused by not being completely broken in.
