I know the problem.It WON'T work!
the Ebrake is Cable operated to the rear brakes.and no matter how good you adjust it,it is NOT going to Lock the tires up at say 40MPH..It only can do so much, then it is like Useless.
If you modify the Braking system,Yes..by putting in Mechanical linkage to the brakes.
anyways, the Ebrake is pretty well functional as a Parking brake, nothing else.

i've used my e-brake many times to initiate a drift! and it locks up great! i'm not sure what it looks like on an rx7 since i havent gotten a chance to look but on my other cars its as simply as tightening a nut under all the center consol bits. according to the manual it should start getting good tension after like 3 clicks lifting the ebrake.

It's easy.
Remove the two-piece plastic cover from the handbrake lever (it's held on with one screw from the driver's side and some pins/snaps).
Now, on the passenger side of the lever you'll see the cable and the adjusting nut- the nut is a 10mm hex about 2" long. You can tighten with either a 10mm socket or a large flathead screwdriver.
I think the manual calls for full brake lock within seven clicks of the ratchet, I try for around five clicks but be careful...you want to be sure the ebrake doesn't drag when off.
When finished with the adjustment you have to check the warning light.
With the key ON, see that the brake warning light is off when the ebrake is off and the light should come on when the lever is ratcheted to the first click.
The warning switch is held with two Phillips screws, you just loosen them and slide the switch if you need to adjust it.
Whole procedure takes about five minutes.
