Does it make the noise when you try and start the car or just when you turn it to electronics?
And is it a manual or auto??? if its a manual, is it in nutral before you turn the key?
And where does the noise sound like its coming from?

Does the car actually start or not?
If not (and assuming the starter is properly mounted), it could be the gear is not being thrown out and engaging the ring gear, so the starter is just free spinning.
You'll have to pull the starter to see what's going on.
