Fuse Box Wierdness

Fuse Box Wierdness
Hey guys,
I'm trying to get my brake(stop) lights working. The switch seems to be fine and the bulbs are brand new. I was having a hard time with the fuse since I didn't have a fuse cover, but after finding one on here, I'm even more confused.
I've got an 89 turbo that had some custom work done to it before I bought it. I know that means all bets are off, but I'm hoping y'all can give me some educated guesses. I've attached a picture of my fuse box.
In the lower left, there is no fuse. From the cover I looked at, there should be a 20 amp fuse there for the brake lights. What are the chances that me putting a 20 amp fuse in there will cause damage?
I've got several other fuses marked base they are extras, or the wrong size. And as you can see, there are 4 wires running into the box.
Whats the best way to figure out what's going on here?

don't know why anyone would tap into the turn signal fuse.The other wire taps into room fuse.(all I could see.)
your 20 amp brake light fuse is not there at all,so really TRY IT..all it can do is blow if something is not right.

So, I tried it and everything works fine. ... I really wonder why the previous owner pulled this fuse out ... Some of the others I get. He removed the power steering so it makes sense that it's fuse is also gone, but the brake light fuse???
