The Relay Is yellow In colour. It Is located under the Steering Column, as HIGGI described. It Is accessible with a 10mm wrench. The FSM does a good job at describing the relay and how to test It.

FYI. if you are checking for voltage with the key "on" you won't have any no mater what.

I asume you are checking while the jumper on the pass shock tower is jumpered? or while cranking?

Yea, isn't there a switch in the AFM that cuts power to the pump until air is moving through it.

Yep, the fuel pump doesn't get power unless the engine is cranking or running. There's a yellow 2-pin plug in the engine bay beside the RHS shock tower that needs to be jumpered to make the fuel pump run with the ignition on and the engine not running.
If that doesn't work, check the 15A fuse in the fuse box under the dash. If that's OK grab the FSM to find out how to check the rest of the system.

Fuse in the driver's side kickpanel should be labelled "ENGINE".
