Fuel pump questions

Ive been having some starting issues(takes real long to start) and some slight missing while it's running. Car is a s5 na. Recently did plugs, wires, fuel oil and air filter, pump sock/filter and the starting problem hasn't changed. I am doing the tps and timing tomorrow but I think it is fuel related.

My main question is when I pulled the pump. It is quite obvious it was replaced at least recently, looks new and the screw on the bottom of the sending unit was half stripped. When I took the pump out I noticed that the small piece of plastic that sits on top of the pump outlet was cracked in half. It is the small piece that sits directly on the line-out on the pump itself. I have not got a pressure gauge yet but I am going to go out on a limb and say my fuel pressure is wacky.

I'm going to see if the dealer can get the plastic piece because I can't find it anywhere.

Also, what is the order of install of the piece of plastic and the o-ring? Does the o ring go on first then the plastic piece?

when i replaced my in tank pump, i had to cut and flare the hard line a little. then use a short piece of "FUEL PUMP" hose.
