Fuel Pump Pressure question?

Fuel Pump Pressure question?
The FSM says 64-85psi......I get 62psi...Thats low enough to replace the fuel pump right? I get 13.3volts at an idle...so i know it gets enough power. Car runs lean, has no power,and replaced the injectors and fuel pressure reg.
