Fuel pump

Hi guys I have a quick question. Will a seized fuel pump cause the engine fuse to keep blowing?

15 amp Engine fuse powers the fuel pump. Fuse also powers the S4 alternator, Main Relay and a feature found on auto's. Trouble w/a short to either of these can cause the fuse to blow.

one car kept blowing the engine fuse due to the air filter screen rubbing through and grounding out the 2 step fuel pump relay behind the RF headlight.
