Fuel Pressure Problem

my aeromotive fpr gauge needle is irratic at idle. it jumps from 40 psi to 20ish psi. when i give it throttle it kind of holds a steady 38 psi. i cant adjust it to go past 40 psi when i jump the check connector with ignition switch "on". it also runs poorly. no power. i have the bac valve blocked off and emmisions removed. help, thnaks,

well if i disconnect my tps and jump the fuel check connector on the passenger side of the engine bay, the primary injectors will not click open every couple of seconds. if i connect the tps and jump the check connector it holds a steady 44 psi, but i hear the fuel injectors open. is my new tps bad?
