The 1308 is the motor displacement. It looks to me like this site sells re-furbished OEM injectors on an exchange basis. You would send them your injector, and receive an "in-kind" replacement.
I'm not sure if you can really rebuild a fuel injector. I suspect the injectors being sold here have merely been cleaned and tested, with new filters and rubber pieces installed. If that's the case, you'd be far better off just sending your own injectors off to be cleaned. That would cost you only $12 - $20 each (see http://www.cruzinperformance.com/ for example), and you'd get the same end product. You can probably find this service in your local area.

Why are you ******* with your fuel injectors and your fuel pressure???
You own a non-turbo, right?
The stock fuel injectors are good for up to 200hp at the wheels - so far, no one has made that kinda numbers on the stock ECU.
******* with the fuel rail pressure does nothing but give you headaches.
What are you trying to do???

The 40 psi you referred to is the operating pressure used to develop and test for the specified flow volume for the venom injectors. The more pressure you have on the fuel system, the more fuel you push through the injector, so the higher the volume.
The operating pressure for a TII (I don't know what you have) is 37psi, so you would get slightly less than the specified flow if you installed these injectors on a TII and the fuel system was operating at spec.
Honestly, unless you have a very good understanding of fuel injection systems, I would recommend you stick with the OEM injectors. There are many side affects that you need to be aware of before you start reconfiguring the stock fuel system.
Edit: Ted posted while I was typing this. He said what I was trying to say in a slightly stronger fashion.
