well, if the gauge is not working......try to unplug the fuel pump connector in the rear, disconnect the battery, then connect it all back up. if that does not fix it, then it is either the float on the fuel pump assembly in the tank is bad or the actual gauge is fried meaning you will need to replace the instrument cluster.
mine quit working on me as well and i had to replace the instrument cluster.

Go to the free online FSM.
Look in the section called Body Electrical.
Read about the fuel gauge and how you can install resistors of varying values at the connector and what each resistance should result in when they are installed.
You don't need any special Mazda tester. Just a resistor of the right value and install it on the fuel pumps elect plug on one end of the resistor and the other end of the resistor to gnd. Then key On and read the gauge.
