fuel clog?

I have disconnected my fuel line from my fuel filter to the engine because I suspect I am not getting enough fuel to run my turbo. When I first crank it over it squirts out in a strong stream, continue to crank and it stops and just sort of dribbles out of the fuel filter. Should I be seeing that strong stream the whole time I am turning the engine over?

I replaced the fuel pump and rewired it. I also replaced the in tank fuel sock. This main fuel filter has been on the car for 9 years just sitting. I thought it was supposed to be a stream of fuel coming out of it the entire time?
