Friends TII Won't start

Turning over just not firing, what should he check. it's a 91 vert with a Jspec 13b turbo

If the rats nest is JDM then the fuel lines are reversed from what a USDM engine would be so if that's the case then the feed line is closest to the fire wall which is opposite of the U.S. versions. If the nest is the U.S. version then check for spark and fuel if not already done.
