I prefer tube & fin for most applications that run a modest ammount of boost, for higher boost applications (dsm's running 25+, is when I go with bar and plate). It's been my experiences that tube and fin are lighter and tend to dissipate heat better.

Tube and fin as it sounds its more round and creates less turbelence. So on modest boost you deff want good flow caracteristics. When your creating a ton of boost the air has no choice but to be cramed where ever it can go. All in all I feel tube and fin is better. Just think about whats flows better. here is a good link with pics you should read. I do know a lot of people like bar and plate though for high boost apps. Now as far as pressure drop though the intercooler I would think that turbo and fin would offer less pressure drop but I could be wrong.

(of course these people sell tube and fin so they are probably a little biast but the diagrams are helpful)
