fc trouble

I have a 89 gtu. I just got it out of the shop bc it had an ecu problem. so it got rebuilt down in california. It runs better now but it still misfires a little bit, burning rich without black smoke or excessive carbon buildup on the muffler tip, and the gas mileage has gone down dramatically. I drove somewhat nice for 175 miles and it used up 14.6 gal. I know the rx-7 burns mad fuel, but that's way under the typical 17-23 mpg. I also hooked up a timing lite to lead 1 to check the advance. It looks good except when the motor revs higher, it doesn't advance. For that matter, the notch on the pulley will go to the right instead of the left. It doesn't go far. I stops at the little indicator marking. Does anyone have any suggestions of what to do? Anything will help. thanks.
