fak compressor surge

my set up is stock turbo greddy fmic and apexi box

anyway i recently noticed that if im making low pressure 1psi or less and i shift at a lower rpm it sounds like a jehovah is under my hood. if i make more boost than that or i shift in the upper rpm range my bov works just fine.

has anyone else had this problem?

You don't have enough pressure to operate the blow off valve, yet the manifold is still at a higher pressure than the outside air. Hence, pressures want to equalize and you get a backflow through the turbo. Its not going to hurt anything. Don't worry about it.
