well you need an ACV (or just a hose) and an air pump to pass the e-test because you need to inject large amounts of air into the exhaust port ...

What else you got besides the cat ?

Higher Octane is harder to burn... Why would you use high grade gas running an NA?
That could have helped ur emissions some right there..

The numbers look like you're running no cat at all!

Is the car perfectly tuned?

Check ignition timing
New spark plugs
New spark plug wires
Verify all spark plugs are firing
Check TPS
Verify ACV is working properly
Air pump not slipping?

What type of cat? just got a generic one and flanges welded in? it might already be toast, rotary's exhaust heat make piston motor's heat look like hairdryers.

Sounds like something is very very wrong - I'd verify timing first. I've passed NY state emissions (on the dyno) with no air-pump and one highflow cat. All I did as prep was a simple tune-up (spark plugs, oil change, clean air-filter, fuel-filter, verify timing/TPS).

cat wasn't a direct bolt on a buddy had to fabricate it. but numbers seem too high with a new cat. i wasn't even close to passing cause my friend cuzin was going to pass me if i passes half of the things or was close to passing but he couldn't do nothing cause it was not close from passing. and as for higher octane i dont think it would make a huge difference if it was lowest octane gas. it seems it could be the cat or something big in the engine. i'm going to have it checked by my uncle and check all the stuff suggested.

Thats like running no cat at all...

Make sure your airpump is working.
Air filter cleaned.
ACV is working.
Run fuel injector cleaner to make sure injectors are not stuck open.
O2 sensor is good.
TPS set properly.
Pressure sensor is connected. (if bad connection or unpluged, it will run full rich)
Use 87 octane.
Make sure cat is RED HOT before doing the test.
Check compression on engine.

Make sure the car is HOT before the test is done...no way it's gonna pass on a cold start. Best off to drive it for 15 minutes or so before the test...

you cannot run a non-rotary specific cat on a rotary. it will burn up and be no good in literally minutes.

I need to have mine retested; I was told change oil & plugs, run car real hot before test then add 2 litres of methyl hydrate to tank that is near empty and bring to etest station- hope for pass!
