A/F questions on an 88 T2

I have installed a super airflow converter 2 on an 88 T2. I have also installed a zetronic wideband and I am wondering what my idle should be at for my a/f mix. At idle I am at about 11.5 and when I roll on boost I drop to about 10.2 and then cruising I am at about 13 to 14. Is this right?

The problem I am having is that I didn't pass smog. So, I figured if I installed the safc-2 I could lean it out at idle, but it doesn't seem to have any effect. I have also installed a new bonez cat. Any other help would be much appreciated.
