I have done it on a couple of non turbo intakes.

Only worth it if you are trying to get a little extra power or mate intake sections.

It is not a cost effective upgrade by itself, but rather an upgrade that if you have done other things, it adds to those things (such as exhaust and intake).

well what about say my engine is already ported a little but when it needs a rebuild i plan on doing a bridge port and i am going to be running a t60-1, haltech e11, 720 primaries 1600 secondaries, and i have already ported and polished my tb, would it be cost efficient then? haha

If you have the money and those mods, I would do it... but I don't know if I would waste the money doing the bridge port unless you are trying to make insane HP.

I have been considering doing the S4 Turbo intake runners on my 10thAE.

I wouldn't rate it in the top 5 of modifications, but I would put it in the top ten. Make sure that you port match the block to the intake runners after you have the runners extrude honed.

On the last S4 non turbo using S5 upper and middle intake and a S4 LIM, it showed a clear 20 HP (peak) gain (at the rear wheels) from the swap and the extrude honed runners. This is about 5-10 more HP than your typical S5 on a S4 intake swap.
