if your exhaust port looks like the one on the left, it is not a turbo rotor housing, its a N/A housing.
Some of the early first gen RX-7s had a sleeve in the exhaust manifold. I don't think the 2nd Gens use that, so I think you are talking about the picture above.
Some people cut that thing out. Its called a difuser. Other say it will cause exhaust flow turbulence. Its hard, so you will need to grind away at it for a while. It you take out the whole metal insert, then too much heat could transfer into the aluminum housing. I haven't heard any concrete evidence of any damage done by doing any of this, and I have heard of people doing it.

The insert, and the pins holding them in are SUPER hard, i had to use carbide to cut them, you can grind through the sleeve untill you see the pin, and then tap the pin out.

i just removed an insert out of curiosity from a dead housing. all i needed was a drill bit a little over 5 millimeters and a drill press. the sleeves are held in by spring pins on both sides, which go through the housings and about half a centimeter into the sleeve. on one side, it took a bit of wiggling and coaxing to get the pin out of the sleeve, and i eventually just used a slightly larger bit and it came out.
putting it back in i guess would take some figuring. i'm thinking slightly oversized solid aluminum pins hammered in... shouldnt be too much of a bitch.
i can't tell you if it's good or not... just how to do it.
