engine wont turn... why ?

engine wont turn... why ?
ok so last night i got done rebuilding my 13b-t and i tq'd in the bolts on the e-shaft will not spin. it takes a good amount of force to turn it is that normal after a rebuild? i always thought it should still be free spinging. and is there any way you can put hte rotors in wrong.. like out of balance ?

well was ur problem normal cause my rebuild did it too

Stuck seal. Sometimes they can get jammed in bad if your not careful.
