Engine just shuts off after 8-10 min

A friend just finished rebuilding his S5 T2. It only has a few hours on it. It starts right up but after idling for about 8 to 10 minutes the engine just shuts off, just like turning the key off. After shutting down it will not restart without doing the flooding procedure.
Any help will be appreciated.

The engine runs its best when its cold. It will idle perfectly at 1000 rpm until the engine warms up a little. Probably, about the time the thermostat opens the idle gets crappy, varying between 1000 - 1300 rpm. If he advances the timing a little, the idle when get better but after 8-10 minutes the engine just shuts off.
The tps is set to 1V. Timing is set correctly.

Is the fast idle cam removed, or possibly mis-adjusted?

I've had the adjustment screw be out a few turns, & it prevented it from idling as that set the "home" for the idle adjustment.

Check into the fast idle cam screw adjustment in the FSM.
