Unhappy Emission test failed

dun worry i dun need to know how to fix it as there are numerous write ups. I just wanna know what these numbers mean. I have an 1988 GXL 13b NA with rb headers and magnaflow catalytic convertor 3" in diameter. I went to do the test and failed. These are the numbers.

40Km/h
HC ppm 53-pass
CO % 0.01-pass
NO ppm 995- fail

curb idle
HC ppm 867 -fail
CO% 2.78 fail
NO ppm N/A

i dun understand these numbers or what they could mean. I dunno whether i am burning rich or too lean. Also this is a brand new motor with all brand new emmissions components and vacuum lines. Also is it normal for the car to smell like burnt toast . Neways thanks for any help you guys can offer. Peace
