Electrical troubles

I just came back from holiday and found my car where it was, belts half off because I was in the middle of adjusting them. Fix belts but realize guy gave me wrong air pump belt. All I have is the A/C and the Alternator belt on right now.

Driving along and notice that my dash becomes incredibly bright and my voltage meter shoots straight up to 16 volts. I pull off the road into a parking lot and the voltage drops to around 13 volts at idle. If the engine revs up, it goes back to 16. The temp gauge is also very very warm....
Is it a ground or something?

more than 15 volts = BAD. Try keeping all your accessories on while driving to keep that voltage down. You can fry your CPU and many other electrical components. I don't see how that belt missing would make more voltage. As for the temp issue the water pump may be slipping running off of one belt.
