EGR solenoids required to run engine correctly?

EGR solenoids required to run engine correctly?
My project car is missing the gray solenoid on the driver's side of the alternator. Is this required for the car to run halfway decent? I have the vac lines "jumpered" but the plug is just dangling loose.
