ECU Electrical problem (theory)

I posted a question awhile back about a strange electrical problem that I was having and I still haven't located it -- but I have a theory now (which is probably wrong w/ my luck). I wanted to throw it out here and see what you all think... I may be totally off, if so, owhell back to the drawing board.
Here goes:

1991 Convertible (n/a)
With the Air bag fuse IN, the car tries to start in the "on" ignition position w/o the clutch being pushed in. Also the blower motor runs here.
With the Air bag fuse OUT, blower motor doesn't work. Car will not start unless in "start" position and clutch pushed in (i.e. the right way).

The only thing (besides a ground) that I can think of that all of these things have in common, is the ECU, right? Don't all of those items run into the ECU? Obviously there is a short somewhere in the car, but this is the only thing that I can think of at this point.

Something to note: The car DID have an aftermarket alarm (that was wired into the ignition), but I've since removed all of that. The only other thing that looks out of the ordinary under the dash is an "engineered" wiper switch to replace the normal broken one. But I don't think that has anything to do w/ this problem...

So, could it be the ECU? Really don't want to spend a lot of time/money replacing it because eventually I'll be doing a turbo swap (or something) and will need to replace it anyway... But then again, it's a little annoying to not have a blower. (no A/C and no heat)

If it IS the ECU, is there a fix? I was thinking I saw a cold solder fix for the ECU somewhere out there, but I can't locate it at the moment. Don't know if this is even worth the effort or if this is even a possible fix...

ECU can not crank the car, so no the ECU can not be the problem.

I would suggest looking at your aftermarket wiring in the vehicle. something is still buthchered or micky moused

That's just it, I don't think there is anymore aftermarket wiring in the thing aside from the wiper switch -- which I am working diligently to fix. Okay, maybe not diligently, more lazily, but nonetheless...

Sounds like a ground elsewhere then, maybe... Bad grounds can cause the strangest problems -- and nothing really makes sense...

I am out of town right now, and don't have access to my wiring diagrams (and I am stuck typing this on a tiny handheld keyboard), but when I get back early next week I'll look it all up for you and see what got crossed.
