You get what you pay for. The ones on Ebay that go for something like $39.99? They suck. I bought a set for the hell of it. The light distribution is bad and the quality sucks. Their customer service is good though. They'll replace any defective ones without any hassles and they're quick about it. I'm not sure what guy was selling them. They still suck though.
A good set would be the Hella H4 conversion. Their lens are very high quality and lights beam where it should be.

Mine were 45 shipped from ebay
included glass housings and some 100watt h4 bulbs
too bad one of my bulbs died after 5 minutes. I got some new bulbs and they rock. I set my lights up for distance, It's hard to describe. My low setting covers the lane I'm in and about 5-7 feet into the next lanes at around 10-15 feet infront of the car.
The highs
woahhhh at least 100yards easy.
