e-brake problems

what is the easiest way to gain access to the emergency brake cable and the rest of the system. getting to be a pain in the *** to drive a manual without an ebrake

dont expect much gain. If you have the same problem I do, crappy side brake. My 86s boots on the caliper cables were off so they were a little gummed up. Still with clean cables in, did last week, the rear still wont completely lock on dry tarmac going straight. My 90Tii is the same way. Both break loose when turning right?
Relieved to hear someone else bring up this FC flaw.
