Doesnt want to low idle

Hello, Just got an old 88 rx7 running and it doesnt want to low idle. It idles at about 1900 rpm. Once or twice when i started it, it reved up and then idled low where it should. Anyone have any ideas? Thanks

Cold start warm-up sounds stuck.
Thermowax might be dead.
Coolant passages to and from the throttle body might be clogged.
Fast idle cam might not be disengaging.
