In Dire Need Of Professional Help!!!

ok so this is my story. i bought an 89 GTU for $800 and still owe $400 on it. it came with Everything including the blown motor. so i went ahead and found a good motor still in the guys car before i bought it for $500 and got it pulled out of his car and i put in it mine. well... now the car will NOT i repeat NOT idle at all what so ever! i have tried the fallowing:
new Leading coil pack
new spark plug wires
different ECU
different AFM
removed emissoins
throttle body mod
different injector
replaced OMP cause it was blocked off and put lines on it
checked cell for codes (light just stayed solid)
check engine for moris codes (check engine light shuts off and comes back on and stays on, dont know if that means anything)
replaced UIM, and MIM
different intake tube
check for vacume leeks many times
plugged everythign up when removed emissions and still hear a whisteling noise that sounds like a vac leek but have no idea where it could come from. the timing needs set and i was thinking of trying a different wiring harness. when i bought the motor it came with longblock motor, tranny, wiring harness still atatched to motor so i didnt remove it, and ecu. i am soooo stuck with this thing its not even funny. i have absolutely no idea what to do besides try to replace the wiring harness and set the timing and replace the CAS. anyong at all have any ideas please please please let me know. thanks a million
Ron

I'd a started by setting the timing with a timing light First.

Then I'd set the idle per the FSM.

Then I'd set the TPS per the FSM.

At the same time I'd make sure the BAC is working, BUT a fully hot engine should idle without the BAC.

The whistling shouldn't be happening - did you use new gaskets with the intake components? I hate to say it (you've already looked), but I'd check some more for vacuum leaks. Also do as HAILERS suggests. All those procedures are listed in the Community Service Manual under fuel/emissions -> maintenance. On top of the idle speed and TPS, I'd check the AFM (listed in the CSM too).

PS: HAILERS, want to update the TPS adjustment page with the easy voltage method?
